What are "Fake News"?

Fake news refers to content intentionally disseminated to mislead, as opposed to merely incorrect or mistaken information. This news can take various forms, such as rumors, fabricated stories, or incomplete facts presented in a misleading way. The goal may include influencing public opinion, undermining trust, or even achieving economic gains through methods like "clickbait", which is designed to attract visitors to specific websites.

Fake news represents one of the most significant challenges facing society in the era of the internet and social media. While these platforms have become the primary source of daily information for many, their dark side is the proliferation of misinformation and falsehoods. Many people rely on social media as their main information source without verifying its accuracy, leading to the circulation of inaccurate news that could destabilize or influence public opinion.

Types of Fake News

It is the responsibility of every individual today to verify information sources and ensure their credibility to protect themselves and their communities from the negative impacts of this phenomenon, which threatens societal stability and security. With technological advancements and the rapid dissemination of information, it has become essential to raise community awareness about the dangers of fake news. Key types of fake news include:

Clickbait: Inaccurate content often featuring eye-catching headlines to draw the audience's attention, aiming to increase website traffic to achieve economic gains.
Misleading Headlines: While the content itself may not be entirely false, it is presented using attractive or misleading headlines that obscure facts or focus on secondary aspects to provoke curiosity.
Fraudulent Content: This involves impersonating trusted sources to give credibility to fake news. In such type, content appears to originate from reliable entities, but is, in fact, false.
Propaganda: Deliberately crafted content aimed at misleading the public and promoting specific political perspectives or ideological goals.
Satirical Content: Created for entertainment and humor, and this type is not always intended to harm. However, this type of news may be misunderstood and shared as genuine news by some.
Altered or Deceptive Content: This includes manipulated text, images, or videos to present misleading information, creating false impressions among the audience.

Understanding these types helps in combating fake news by verifying sources and exercising caution when sharing content to ensure the circulation of accurate information that protects society from deception.

Government Response to Fake News

The Kingdom of Saudi Arabia classifies the creation and dissemination of "fake news" as a cybercrime under the Anti-Cybercrime Law. Fake news is considered one of the "major offenses warranting detention," with severe penalties imposed on individuals proven to be involved in spreading rumors or misinformation that could destabilize society or threaten national security. This law aims to curb cybercrimes, by defining these offenses and prescribing penalties for each, leading to:

Supporting information security.
Preserving rights associated with the legitimate use of computers and information networks.
Protecting public interest, ethics, and public order.
Safeguarding the national economy.

All entities, including media outlets and social media platforms, are required to take necessary measures to identify and report fake news. When necessary, such content must be removed from their platforms. Several governmental bodies in Saudi Arabia are actively involved in these efforts, including:

The Digital Government Authority (DGA):

Plays a pivotal role in enhancing digital performance within government entities, improving the quality of services provided, and optimizing the customer experience at the government entities, in line with Saudi Vision 2030.

The Saudi Data and Artificial Intelligence Authority (SDAIA):

SDAIA specializes in data and artificial intelligence, encompassing big data. It serves as the national reference for all aspects of regulation, development, and management in these fields. SDAIA also leads operations, research, and innovation in the data and AI sectors in the Kingdom of Saudi Arabia.

The National Cybersecurity Authority (NCA):

Focuses on organizing, monitoring, and enabling the telecommunications, space, and technology sectors, which are critical to Saudi Arabia's development and prosperity.

The Ministry of Interior:

Responsible for various security-related tasks, continuously enhancing its systems to align with leadership aspirations and meet national and international security and safety standards under Vision 2030.

Saudi Arabia is embracing advancements in modern technologies, such as artificial intelligence, to detect fake news more swiftly and accurately.

Government Efforts to Combat Misinformation

Saudi Arabia employs comprehensive and integrated strategies to effectively address the challenges posed by misinformation, which threatens societal stability and national security. Key efforts in this respect include:

Legislation and Laws:

The Government enacted strict laws to penalize individuals spreading fake or misleading news.
The Government issued regulations to protect the digital space from the unlawful use of information.

Reporting Fake News

As fake news poses a threat to individuals and societies, every individual plays a crucial role in combating this phenomenon by reporting false information to the relevant authorities to ensure security and stability, enhance media credibility, and curb its spread.

If the fake news concerns vital sectors such as health, education, or transportation, it is recommended to report it directly through the official communication channels of the respective authorities.
If the fake news endangers state security or societal stability, it should be reported via the Ministry of Interior’s channels or through a security report on the Absher platform.

Commitment to reporting enhances credibility and protects society from the impact of misinformation.

Using artificial intelligence systems to swiftly detect and analyze fake news.
Strengthening cybersecurity to counter digital threats that exploit misinformation.

International Partnerships and Collaboration:

Partnering with global organizations and international media entities to combat cross-border misinformation.
